The four stripes represent rivers, and can also represent railroads. Their blue color connects them to the circle in the middle which represents Lake Michigan. The red star on the circle is identical to that of the Chicago flags. This star connects it to Chicago, Cook County’s County-seat and a significant city. The red shape under the star is meant to be a silhouette of forest tops since Cook County is home to many forest preserves.
