Semi-finalists
Flag Advisory Panel members were asked to review all 297 submissions and evaluate them based on composition and representation. A rubric was created and Flag Advisory Panel members were asked to score their favorite 14 designs using rank choice voting.
After receiving the Flag Advisory Panel members’ rankings, submissions with similar design aspects and similar rankings were paired together. In total, there were 38 youth from all 17 Commissioner Districts selected to the 23 semi-finalist teams.
